Marcie Stone
Marcie Stone serves as the Chief of Chemical Security for the U.S. Department of Homeland Security’s Cybersecurity and Infrastructure Security’s Region 9 office, whose area of responsibility includes Arizona, California, Hawaii, Nevada, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands. In her current role, she is responsible for administering the Chemical Facility Anti-Terrorism Standards (CFATS) regulatory compliance program within Region 9. The CFATS program identifies and regulates high-risk chemical facilities to ensure they have security measures in place to reduce the risks associated with chemicals of interest. She directs, oversees, and manages regional operations, including compliance, inspections, and regulatory enforcement activities. Marcie leads and coordinates projects that will effectively and efficiently improve the safety and security of chemical facilities in the region. Marcie joined the CISA’s Region 9 team in August of 2017, but has been a member of the DHS family since 2006.
It was then when Ms. Stone began her career in civil service, joining the Federal Emergency Management Agency (FEMA) as a Policy Analyst in the Response Directorate at FEMA headquarters. She later served as the overall Audit Liaison for FEMA’s Office of Response and Recovery, and was responsible for analyzing and formulating recommendations related to emergency management policy, legislative proposals, strategic priorities, and regulatory issues. She also served as the Deputy Planning Section Chief on the National Response Coordination Center Activation Team during the 2008 Hurricane Season, and was on rotational assignment at the National Oceanic and Atmospheric Administration Office of Communications during the 2010 Deepwater Horizon/BP Oil Spill response. Marcie moved to FEMA Region IX in 2013 as the Deputy Recovery Division Director and was responsible for leading recovery operations and coordinating federal disaster assistance programs that support individuals and communities in their efforts to respond to and recover from natural and man-made disasters. She led recovery operations for the Napa Earthquake, Typhoon Soudelor, and the 2015-2016 California wildfires and flooding disasters.
Marcie is a graduate of the Naval Postgraduate School’s Center for Homeland Defense and Security’s Master’s Degree Program in Homeland Security Studies as well as the Pacific Executive Leadership Program. Ms. Stone holds a Bachelor of Science Degree with honors in Natural Science from Muhlenberg College and has received various awards for leadership, customer service, and innovation. She is a certified SCUBA diving instructor and enjoys traveling, skiing, and golf.
