David Cotter has over twenty years experience as an environmental consultant and a wealth of knowledge with air compliance permitting, design, and construction. His specialties are Clean Air Act issues, air quality permitting, air dispersion modeling, air pollution control, and environmental impact studies. David has consulted to various industries, written a variety of articles and made several presentations on GHG, and is an active member of the Air and Waste Management Association.
