Mr Cotter is the Manager of the Engineering Group at Capaccio Environmental Engineering. He has over twenty years of expertise in the air quality field. His experience includes ambient monitoring, point source testing, mobile source and point source air dispersion modeling, air permitting, and compliance auditing. He has a bachelors degree in Mechanical Engineering from Wentworth Institute of Technology and is a registered professional engineer in the Commonwealth of Massachusetts.
