An Examination of the Air Toxics Proposals of the Clean Air Act Amendments of 1990 and their Effect on the Semiconductor Industry

The Clean Air Act Amendments of 1990 fundamentally change the way in which government regulates hazardous air emissions. This paper examines the impact of the Clean Air Act Title III – Hazardous Air Emissions, and Title V – Permits on the Semiconductor Industry. Particular attention is paid to the maximum achievable control technologies (MACT) standards, early voluntary reduction of emissions and permitting requirements. The paper recommends proactive strategies that companies should take to best position their organizations to deal with these new regulations.
