Abstract:
To reduce the risks associated with hazardous chemicals, Congress authorized the Department of Homeland Security (DHS) to create the Chemical Facility Anti-Terrorism Standards (CFATS) program, which identifies and regulates facilities that possess specific high-risk chemicals at certain quantities and concentrations to ensure they implement appropriate security measures. This webinar will provide more information about the CFATS program and how DHS is working with facilities across the country to manage the risk of hazardous chemicals.s

Biography:
Kelly Murray is the Acting Branch Chief Chief for the Compliance Branch within the Infrastructure Security Compliance Division (ISCD) in the National Protection and Programs Directorate at the U.S. Department of Homeland Security (DHS), the office within DHS responsible for chemical facility security regulations.

Ms. Murray serves as a technical authority on the Chemical Facility Anti- Terrorism Standards (CFATS) regulation responsible for providing advice and counsel to the Division on issues related to compliance with CFATS. Ms. Murray is responsible for overseeing the Site Security Plan (SSP)/Alternative Security Program (ASP) submission, authorization, and approval processes, which includes establishing guidance for reviewers and Chemical Security Inspectors, reviewing security plans for compliance with CFATS and the risk- based performance standards, and working with the regulated community to ensure accurate and complete security plans. She also oversees the risk tiering methodology and analysis to ensure complete and accurate Top- Screen submissions and tiering determinations. Finally, Ms. Murray manages a broad range of experts within the Compliance Branch in areas such as risk analysis,

Ms. Murray’s experience includes previous work with the U.S. Department of Defense (DoD) and Federal Emergency Management Agency (FEMA).

Ms. Murray has a B.S. in Mathematics from Indiana University with minors in Economics, Information Technology, and Spanish.
