OSHA is considering an update to the hazardous energy control regulation (LOTO).
There are three key points:
1) Rejection of the Service and Maintenance construct (it is an artificial distinction without real world application since hazards must be controlled regardless of how the task is characterized);
2) Clarification on when lockout is required and when alternative methods may be used, drawing on task-based risk assessment to determine the most effective method; and,
3) Recognition of modern safety measures as viable alternative methods, particularly where conventional lockout is not feasible.
Recent developments suggest OSHA is preparing to issue a Notice of Proposed Rulemaking (NPRM) that could be published for comment in late December, 2024.
