LoginCongress extended DHS’ mandate to regulate security at high-risk chemical facilities under the CFATS program, which (1) prioritizes a broad range of facilities that possess chemicals of interest to terrorists due to the release, sabotage or diversion hazards they present; (2) identifies the types of security performance measures that address these risks; and (3) can be scaled to different types of facilities, ranging from manufacturing plants to warehouses, in a variety of industries including, chemical, agriculture, and oil/gas. In 2010, DHS began on-site compliance inspections of over 6,000 CFATS covered facilities across the country.
