Emergency Response: Managing the Details of the Program

Because of the recognized hazards inherent to semiconductor manufacturing, and the potential risks associated, emergency response operations within the fabrication facility play a key role in maintaining manufacturing viability. In 1999, the Semiconductor Emergency Response Forum published its Reference Manual on emergency response, providing a guideline for response procedures, training, resources, and planning for emergency response. This paper examines underlying aspects associated with emergency response organization, using the SERF framework as a starting point, to bring out some of the finer details involved in managing such an organization. In addition to the actual response activities, much of the critical work integral to quality Emergency Response operations is on the front end (before the incident occurs) or the back end (after emergency operations are concluded). Front-end activities are concentrated around the Personnel-Management functions: recruitment & retention of qualified (and high-quality) ER personnel; training and team/personnel development; evaluation and motivation of personnel. Back-end activities typically emphasize post-incident critiques, continuous improvement of response operations, and the always-popular incident investigation/analysis. This paper examines front- and back-end operations; and also presents details of actual emergency-scene operations, including PPE determination, instrumentation and monitoring procedures, and practical operation of the incident-command structure.
