Climate change regulation in the U.S. is a significant emerging challenge that semiconductor facilities will soon face. In 2009, U.S. EPA published a final greenhouse gas reporting rule with provisions that apply to on site combustion at industrial facilities. This will impact including some semiconductor facilities. In 2010, the electronics portion is expected to be published. This will require reporting of emissions from perfluorocompounds (PFCs) and other fluorinated materials used for heat transfer and other applications. These reporting requirements will pose significant challenges for semiconductor facilities. In addition, EPA has proposed another rule that would apply Title V and Prevention of Significant Deterioration (PSD) permitting requirements to greenhouse gas emitters above set thresholds. This rule is likely to subject semiconductor facilities to burdensome permitting procedures that could introduce unwanted delays and potentially new treatment requirements. This session will discuss the key provisions of these rules as well as the steps companies should begin taking to prepare for compliance.
